The city is lost to chaos. Society has collapsed and opportunists have risen from the ashes to stake their claim. As agents of the Disaster Response Division, you are tasked with restoring the city.
Inspired (by a video game that was inspired) by two real-life things: A simulated exercise that took place in 2001 that tested the USA’s response to an outbreak of smallpox, and a directive signed by the President of the United States of America in 2007 that granted emergency centralised power in case of catastrophes that threaten national security. DISASTER RESPONSE DIVISION follows the lead of Tom Clancy’s The Division taking place shortly after a devastating pandemic sweeps through a city. In a matter of weeks society within the city collapses into chaos, and agents of DRD are sent in to restore order.
DISASTER RESPONSE DIVISION uses LUMEN system, which highlights action-packed combat. All you'll need to play are these core rules and some d6.
So, what will be included in DISASTER RESPONSE DIVISION?
- Agents: Freeform creation and advancement rules.
- Enemies: Factions and enemy stats.
- Firearms: Loot-able tables of firearms and modifications.
- Missions: Rules for creating Missions of different types.
- Campaign: Connect those Missions into a larger story of civil restoration.

I plan to itchfund this project to help make it an awesome LUMEN game, and to look the part.
While the play test mission is out and feedback starts to come in, the core game is still a work in progress but I'll be releasing and updating it throughout LUMEN Jam 2 and onwards to have a finished game.
I plan to also release additional module content in the form of Season Passes much like other LUMEN games, so look out for that additional content down the line too!
This game is Illuminated using the LUMEN system created by Spencer Campbell of GilaRPGs. This game is not affiliated with Gila RPGs.
This game is inspired by Tom Clancy’s The Division, a game by Ubisoft and is not affiliated with Ubisoft or Tom Clancy’s The Division.

I purchased this game today as a fan of both The Division and the LUMEN system, and to say I'm disappointed is an understatement. The PDF is listed as an MVP, but to call this minimum product, "viable," feels overly generous, especially considering this game continues to exist in this state nearly 4 years after it was last publicly updated.
Disregarding the disorienting AI art, the PDF also just stops, like an unfinished Google doc, without any proper closing.
While most stats have some explanation, the Weapons section in the rulebook reads, "asda." How do weapons work if they're not included in the rulebook?
There's no information on how Assets are regained. Agent creation mentions Skils and Talents, but both are absent. Enemies have, "modifiers," as special abilities, but no context is given on their creation, use, or whether agents get them.
Lastly, there is only a single example enemy and no loot tables or example loot to even begin to decipher how to reward players.
On the positive side, the agent creation system is simple and concise, and the basic resolution system is simple, extremely effective, and great for narrative flow. The cover system compliments things nicely and stays true to The Division as the inspiration, and the Complication system and mission reward guidelines are well-balanced and fair.
I see a *lot* of potential in this game, but until this MVP is turned into something legitimately viable through continued development, I wouldn't recommend it to anyone based on the guesswork and homebrewing needed to run it.
All absolutely fair comments and I do keep intending to return to this game from time to time but honestly life has moved on and so has my desire to complete this game and I’ve kind of forgotten about it because I am no longer care about the concept given events are happening around the world in the last four years since I started putting this together as a fan of the division and of lumen
